I think that this still definitely applies. It really shows where Perry's priorities lie, and obviously prevention of natural disasters is not one of them. It also brings up the interesting question of whether or not humans should intervene in natural disasters. Now that I think about it, I'm surprised we didn't talk about this after reading the McPhee chapter.
